Kathmandu, Aug 14: Lawmakers have stressed that all prisons and child correction facilities across the country should be further systematised with the guarantee of human rights of dwellers. 
They voiced for this in a meeting of the Law, Justice, and Human Rights Committee under the House of Representatives on Friday. Wider reforms including physical, legal, institutional and policy are imperative for reform of prisons and child correction homes.  
The meeting held discussions on various reports including the Report of the Inspection and Observation Subcommittee on the Human Rights Situation of Detainees and Report of the Inspection and Observation Subcommittee on the Human Rights Situation of Children in Child Correction Homes, 2083 BS.
Committee chair Samiksha Baskota said various prisons and child correction facilities in the country were in wretched conditions, so the Home Ministry must address the issues as early as possible. 
Secretary at Home Ministry Raj Kumar Shrestha admitted that prisons were over-crammed, posing challenges for their management.  He also proposed an idea of an open prison system in alternative.  
Inspector General of Nepal Police, Dan Bahadur Karki, said preparations were going on to classify eight natures of chambers in prisons and manage prisoners. "However, it requires expansion of physical infrastructures and the availability of sufficient resources to advance towards that end." 
Director General at the Department of Prison Management, Madhav Prasad Pokharel, said congested prisons were managed based on the availability of space. Human rights of prisoners including their access to psychosocial counseling services deserve attention. 
Lawmaker Bhumika Shrestha advised the authorities concerned to allocate a separate space and facilities for prisoners from gender and sexual minorities. 
Saraswoti Lama, Afsana Banu, Madhu Kumar Chaulagain, Rachana Khatiwada Khatri, Manamaya Bishwakarma, Mohan Lal Acharya, Sulabh Kharel and Balawati Sharma were among those furnishing submissions for the reforms in prisons and child correction facilities.
