OPMCM's weekly media briefing: Major works shared
Kathmandu, Aug 21: The Office of the Prime Minister and Council of Ministers (OPMCM) has made public its works and achievements made in the last week.
At a media briefing held today, spokesperson and joint secretary at OPMCM, Hemraj Aryal, presented the activities carried out by the office.
The government has approved the Software Development and Operation Committee (Formation) Order, 2083. The Cabinet meeting on August 19 had approved the Order in order to develop, upgrade and maintain software used in public agencies and make public service delivery IT-based. A six-member committee has been formed under the chairpersonship of a secretary at OPMCM who looks after governance issues for policy guidance and oversight to the Software Development and Operations Centre to be set up as per the Order.
Aryal further informed media that the Policy and Research Institute (PRI), a public body under OPMCM, prepared eight reports which are forwarded to the concerned experts for feedback. The reports are related to incorporation of gender issues and domestic violence in school curriculum (crime and punishment); capacity development of teachers and strengthening of management for ensuring quality in Nepal's school education; determining basis of identity of backward classes; the basis of the identity of poor khas-aryas; review of National Housing Policy, 2068; suggestions for integration of social security system; FDI commitment to Nepal and its implementation; and reintegration of returnee migrants to Nepal along with utilization of capital, returnees' knowledge and skills.
Even a draft concept paper has been provided to all ministries to run 65 programmes that will be immediately enforced by the OPMCM and federal ministries. The draft will have to be revised as per need and implemented by the concerned ministry.
In the last week, a performance contract was signed with Prime Minister Balendra Shah by the Ministers and the Chief Secretary for the current fiscal year. The contract features major activities to be carried out, the performance indicators to check the progress and the monitoring method.
The PM will regularly take stock of the progress as per contract. Even the decisions of the ministry-level development problem solving committee will be assessed. The monthly and annual reports on work plan made available through the online system of the OPMCM will also function for the review of the performance contract, according to Aryal.
Indian Army Chief General Dhiraj Seth paid a courtesy call on PM Shah on August 18.
A 12-member study panel has been formed under the coordination of a joint secretary at OPMCM to recommend short- and long-term solutions to the problems relating to chemical fertilizers. The panel comprises officials from the Ministry of Agriculture, Forest and Environment and its subordinate bodies, the Ministry of Industry, Commerce and Supplies, the Ministry of Finance and other related agencies.
OPMCM issued a circular to all government offices to promote the use of locally/nationally produced goods. The circular reminded the public agencies to prioritize Nepali products in the procurement and use so that indigenous products could be promoted, local skills and enterprises protected and employments generated. It further helps substitute imports. As per the decision, the government bodies will use Nepali handicrafts as much as possible for office purposes, meetings, ceremonies, as gifts and decorations items.
Moreover, the last week recorded the active monitoring of public offices by the National Vigilance Centre. It monitored 29 public bodies in the Kathmandu Valley alone. As many as 257 employees were found breaching the rule of office hours. The concerned offices were asked to take action against the employees not maintaining disciple.
A close study is continued on the issue of whether transparency is adopted in the procurement, health insurance and free medicines in various districts of Gandaki Province.
